(Hour 3a) Rich spoke about governmental departments, which issue permits for renovations or similar situations, that suffer in budgetary maters.  He discussed code enforcement operations, pointing out that this is essentially the outsourcing of responsibility by insurance companies and banks.  Finally, he made the case for some departments that do not receive as much funding as they perhaps should.  Tune in for the details.
