CRIMINAL JUSTICE AND PUBLIC SAFETY

SB 447-FN, (New Title) establishing a commission to study Narcan. OUGHT TO PASS. (committee report of OTP was adopted, division vote, 275-71)

SB 576-FN-A, (New Title) relative to the penalty for possession and use of fentanyl-class drugs, insurance coverage for substance use disorders, the funding of the controlled drug prescription health and safety program, the membership of the board of medicine, and prescribers of controlled drugs. OUGHT TO PASS.Rep. C. McGuire moved that the bill be divided. The motion to divide the bill  fails, 106-239.  The committee report of OTP was adopted, roll call vote, 276-69.

EDUCATION

SB 369-FN, requiring public schools to include drug and alcohol education as part of their health education curriculum. MAJORITY:  OUGHT TO PASS WITH AMENDMENT.  MINORITY:  INEXPEDIENT TO LEGISLATE. The committee amendment was defeated, voice.  Rep. Ladd moves floor amendment correcting what he referred to as  “drafting errors.” The amendment was adopted, 196-150, roll call.  The committee report of OTP/A is adopted, voice vote.

 

TRANSPORTATION

HB 280, establishing a committee to study the feasibility of placing medal decals on special number plates for veterans. OUGHT TO PASS WITH AMENDMENT.The committee report of OTP/A was adopted, VV.  The bill was referred to House Finance.

HB 586-FN-L, relative to registration of automobile utility trailers. OUGHT TO PASS WITH AMENDMENT. (The committee report of OTP/A passed, voice vote.  The bill was referred to House Ways and Means.

 

WAYS AND MEANS

HB 359, allowing municipalities in Carroll county to offer property tax exemptions to foster commercial and industrial construction.  MAJORITY:  OUGHT TO PASS WITH AMENDMENT.  MINORITY: INEXPEDIENT TO LEGISLATE. The committee report of OTP/A was adopted, voice vote.

HB 552-FN, requiring the state treasurer to develop an implementation plan for the state to accept bitcoin as payment for taxes and fees.  MAJORITY: INEXPEDIENT TO LEGISLATE. MINORITY:  OUGHT TO PASS WITH AMENDMENT. The committee report of ITL was adopted, Roll Call, 264-74

HB 594-FN-A, establishing keno.  MAJORITY:  OUGHT TO PASS WITH AMENDMENT.  MINORITY: INEXPEDIENT TO LEGISLATE. The committee report of OTP/A  was adopted, Division vote 182-137

 

ENVIRONMENT AND AGRICULTURE

Rep. Haefner Moved to removed HB 372 from the table. The motion was adopted, voice vote.

Relative to certain private employers under workers’ compensation. MAJORITY:  OUGHT TO PASS. MINORITY: INEXPEDIENT TO LEGISLATE. The committee report of OTP was adopted, Roll Call, 270-39 The bill was referred to the Committee on Labor

HB 585-FN-A, relative to fines for violation of alcoholic beverage laws. OUGHT TO PASS WITH AMENDMENT. The committee amendment, voice vote.  Rep. Ohm offered a floor amendment, which is adopted, voice vote.  The committee report, as amended, 204-89.  The bill was referred to the committee on Finance.

HB 668-FN,  relative to expense deductions under the business profits tax. INEXPEDIENT TO LEGISLATE.  Rep. Abrami moves to special HB 668 to its regular place in the Calendar on Feb. 10, 2016. The motion passed, voice vote.
