Rich started the segment by talking about civil forfeiture, before he mentioned an exchange between himself and the administration over the idea that the state is giving the city zeroes for each forfeiture that took place concerning the Smarter Balanced Assessments. He wondered about how the zeroes came about and pointed out the lack of available data.
