(Hour 2a) With winter in full force, one would think that Manchester should be prepared for the usual snow ordeal. Think again. There is a huge snow removal budget deficit. About a $300,000 deficit, in fact- and the city can’t pull it from the rainy day fund. Manchester is skating on thin ice while attempting to operate within its financial margin.
