NH Families for Education has posted concerns regarding these Ed 306 rules:
Ed 306 rules weaken the tradition role of guidance counselors, who
historically have counseled students, helping them achieve their
individual, personal goals. They are being replaced by a mandatory
program of psychologists, who use “data-driven decision making” and
therapeutic methods to transform our children’s values and goals. This
change is chilling, completely unauthorized by statute, as well as
creating significant downshifting of cost to districts.
Another major concern is the lack of any reasonable expectation or
guarantee of privacy for student records. The only safeguards possible
are exemptions from national assessments and opt out provisions from
digital portfolios. These are reasonable protections, which need to be
devised and included in these regulations, given the current lack of
safeguards or guarantees of privacy available.
