NCSL published “Legislating for Results” in 2003, and the Pew Charitable Trust, in conjunction with the MacArthur Foundation, provides assistance through their “results first” initiative to states wishing to implement a cost-benefit analysis approach that helps them invest in policies and programs that are proven to work.
