Rich talked to Manchester Police Department Chief Nick Willard about panhandling in the Queen City. They started by discussing conflicting reports regarding whether or not the median is part of the roadway, before talking about working with the ACLU, scammers and more. They then talked about other communities that deal with panhandlers and how the disease of addiction comes into play. Finally, the Chief informed Rich about his plans to combat the issue.
